The Humphrey Fellowship brings professionals with leadership potential to the United States for non‑degree study, leadership training and professional collaboration. Fellows undertake individualized academic programs at one of 11 host universities and participate in leadership workshops, professional visits and a six‑week professional affiliation. Eligible fields include communications and journalism, law and governance, natural resources policy, public policy, public health and technology policy. Competitive applicants are mid‑career professionals with at least five years of full‑time experience, a university degree requiring at least four years of study (or a Bologna master’s degree) and demonstrated leadership. Applicants must have strong English skills and be Croatian citizens employed in Croatia; recent graduates, individuals with extensive U.S. experience or U.S. permanent residents are ineligible. Required documents include an online application, essays, academic transcripts, two reference letters (one from the current employer), a passport scan and an employer confirmation letter. Shortlisted candidates attend in‑person interviews in Zagreb and must later take the TOEFL test. Selected fellows will be notified in April 2027 and start the program in August 2027
