International Media Support (IMS) is inviting qualified consultants to submit proposals for a Gender Auditor assignment under its Moldova Media Information Integrity and Democracy Programme (M-MIIND).

The programme supports independent media in Moldova through capacity development and financial assistance. It aims to strengthen access to independent information and build resilience against disinformation, including gendered disinformation.

Purpose of the Assignment

The consultant will examine gender sensitivity, diversity, equity and inclusion practices within participating media organisations. The assignment will establish baseline information, identify gaps and recommend practical measures for advancing gender equality.

Key Responsibilities

  • Examine existing diversity, equity and inclusion measures and gender-mainstreaming practices
  • Analyse the gender balance of staff and freelancers at different organisational levels
  • Review human-resource policies, bylaws and self-regulatory mechanisms
  • Identify gaps in safeguarding policies, complaints procedures and whistleblowing mechanisms
  • Review protection against sexual exploitation, abuse and harassment frameworks
  • Assess media content, products and services through a gender lens
  • Identify good organisational practices that support gender mainstreaming
  • Establish baseline data and benchmarks for promoting gender equality
  • Develop recommendations for a Gender Action Plan
  • Propose suitable indicators, monitoring measures and evaluation approaches

Eligibility and Required Experience

Applicants should have:

  • Excellent communication skills in Romanian and/or Russian and in English
  • Knowledge of Moldova’s sociopolitical environment, media landscape, civil society and rights-based organisations, or experience in a comparable context
  • Experience conducting Participatory Gender Audits or equivalent organisational gender or DEI assessments
  • Experience with organisational gender-mainstreaming processes
  • Experience reviewing HR policies, governance systems and safeguarding frameworks
  • Ability to analyse sex-disaggregated workforce data
  • Ability to review bylaws, safeguarding systems and PSEAH frameworks
  • Ability to assess organisational content, products and services through a gender perspective
  • Experience developing Gender Action Plans
  • Ability to design monitoring frameworks, indicators and evaluation approaches
